Existing solutions
In an attempt to raise the birth rate, the German government provides subsidies every month for each child a family has, with a greater number of children resulting in more money given. These subsidies continue until the child is 18 years old, or 25 if they are pursuing a higher education. However, similar attempts to raise birth rates through subsidies in other developed nations have mostly proved unsuccessful in significant change to birth rates. (World population data sheet)

The government supports a multi-agency initiative implementing a ten-year program to assist people living with HIV/AID (IFAD). Foreign humanitarian organizations, such as Medecins Sans Frontieres, also operate in the Congo. They aim to provide medical assistance and first aid to those who may have been injured in war, or have been infected by disease. MSF has helped to curb epidemics of diseases such as Malaria or Measles, which the poverty-ridden population is especially susceptible to.
